促进企业安全文化系统化发展的思路 毛海峰 （首都经济贸易大学安全与环境科学研究所，邮编100026，） maohf@cueb.edu.cn [摘 要] 为了实现企业安全文化由低级向高级不断发展的目的，笔者提出：应该在我国大力开展“企业安 全文化促进计划（ESCPP）”的研究和推广应用。ESCPP是一种有效促进企业安全文化持续发展而建立的系 统化方法和工作体系。完整的ESCPP至少应该包括：① 建立科学合理的企业安全文化的评价指标体系；② 利用评价指标体系对企业的安全文化现状进行评估；③ 确定企业安全文化发展的目标；④ 制定企业安全 文化改进方案；⑤ 进行员工培训；⑥ 实施已制定好的企业安全文化改进方案；⑦ 评估改进方案实施效果， 持续改进。本文对ESCPP的这七个方面进行了论述。 [关键词] 安全文化；企业文化；企业安全 the Systematic way of Boosting Enterprise Safety Culture MAO Hai-feng (Research Institute of Safety and Environment Science,CUEB,100026,China) abstract ：In order to achieve the goal of progressing enterprise safety culture constantly towards higher-level, the author suggests that should study and carry out the “Enterprise Safety Culture Promoting Program”(ESCPP) in our country. ESCPP is akind of system method of promoting continual development of safety culture. aperfect ESCPP includes following aspects at least: ①Establishing scientific assessment indicators of safety culture, ②Using these indicators to eveluate the current situation of the organization’s safety culture, ③Drawing the ahead goal of the organization’s safety culture, ④Setting down the programmes of improving the organization’s safety culture, ⑤Training employee, ⑥Carring out the improving programmes mentioned above, ⑦Evaluating the result of improving programmes. key words :Safety culture Enterprise culture Enterprise safety 1引言 党的十六大确定了全面建设小康社会的奋斗目标，强调要“高度重视安全生产，确保国家财产和人民生 命安全”，这说明我们应该进一步提高对安全生产极端重要性的认识，以对党和人民高度负责的精神，扎 扎实实做好安全生产工作。为了进一步搞好我国的安全生产工作，除了加强传统的安全监督和管理以外， 还必须从安全文化的高度来认识和开展安全工作。以“关爱生命、关注安全”为主旨的安全文化，是先进 文化的有机组成部分，国家安全监督管理局近几年的重点工作之一就是要切实推进安全文化的建设和创新， 在建设现代安全制度的同时，把文化与制度相结合，提供安全生产长效久安的保障。因此，我们应该借鉴 国际先进的安全文化理论和方法，结合我国的安全生产管理实际，促进我国企业安全文化的不断创新和发 展。
