Distinguished Ministers, Excellencies,I am pleased to join the President of the General Assembly in

DistinguishedMinisters,Excellencies, IampleasedtojointhePresidentoftheGeneralAssemblyinwelcomingallofyoutothisHigh-levelDialogue.The InternationalConferenceonFinancingforDevelopment–heldfiveyearsagoinMonterrey–markedaturning pointinourquestforeconomicandsocialprogress.AttheConference,developedanddevelopingcountriesalike cametogether,underUNauspices,toforgeaboldnewpartnershipfordevelopment;andtheymadeclear 资助 theirdeterminationtoendpovertyonceandforall.IntheMonterreyConsensus,developingcountriestookprimary responsibilityfortheirdevelopment,andformobilizingdomesticresources.Developedcountries,inturn,agreedto provideassistanceandpromoteanenablinginternationalenvironmentfordevelopment.TheConsensuswasa landmarkagreement. Itreiteratedthatpoorandeconomicallydistressedpeopleshouldbewelcomedaspartnersinthedevelopment process.Anditaffirmedtheimportanceofsubstantiallyincreasedandpredictableofficialdevelopmentassistance toachievedevelopmentobjectives,includingtheMillenniumDevelopmentGoals.Justpastthemidpointinthe globalefforttoachievetheseGoalsby2015,ourscorecardisuneven.Someregions–particularlysub-Saharan Africa–areclearlynotontrack.Thisshouldworryeverysingleoneofus.Afterall,reachingtheGoalsisnotonly vitaltobuildingbetter,healthieranddecentlivesformillionsofpeoplearoundtheworld,itisalsoessentialtoglobal peaceandsecurity. Now,morethanever,achievingtheMillenniumDevelopmentGoals-and,indeed,alltheinternationallyagreed developmenttargets-dependsfundamentallyonthesubstance,vitalityandcredibilityofourglobalpartnership. 实 Weknowwecanreachthegoals,butonlyifweshareresponsibilityandhonorourcommitments. 质、活力和公信力 Sofar,progressontheMonterreyConsensushasalsobeenmixed.Manydevelopingnations,including 喜忧参半 manylowermiddle-incomecountries,haveexperiencedstrongereconomicgrowth.Since2002,levelsofofficial developmentassistance,includingnewcommitments,roseonlytofalloffsincelastyear.Moreimportantly,the sustainedincreaserequiredtomeettargetsagreedtodecadesago,andreiteratedin2002and2005,havenot materialized. 仍未实现 Closingthisfundinggapisessentialifwearetoalleviateextremepoverty,fightdiseasesandachievetheother developmenttargets.Thechallengeisevengreaternow,withtheneedtomitigateandadapttoclimatechange, whilestrivingtoreducethehugeandgrowingeconomicdivergences.Thiscanonlyhappenwhendonorsmeet theirODAcommitmenttargets,andchannelmoreresourcesthroughnationalbudgets.At 官方发展援助承诺指标 thesametime,moreeffortisrequiredtoimproveaideffectiveness.Theadditionalfinancingneedsforclimate
