突发事件应急管理研究 摘要 ：对突发事件应急处理理论的研究与实践，反映了一个国家和地区对公共 安全管理含义的理解和需求程度，也是一个国家综合实力与国民综合素质的标 志。城市的规模越大、现代化水平越高，其潜在的突发事件种类就越多，各种 突发事件发生的频率就越高，危险性也就越大。本文从理论上对突发事件应急 管理进行了研究。本研究的理论意义在于，吸取国内外应急指挥经验，总结得 出城市突发事件应急指挥的一般规律;进一步探讨了构建城市突发事件应急指 挥系统的理论基础;现实意义在于，为城市管理机构提供了完善突发事件应急 指挥体系的新思路，有助于提高政府的信息获取能力、快速反应能力、组织协 调能力、决策指挥能力、防灾减灾能力、综合服务能力。 关键词 ：突发事件应急管理研究 Abstract ：Dealwithsuddenemergenciestheoreticalresearchandpractice, reflectinganationalandregionalmanagementofthepublicsafetyimplicationsof understandingandlevelofdemand,butalsoacountry'scomprehensivenational strengthandtheoverallqualityofthemark.Thelargerthecity,thehigherthelevel ofmodernizationanditspotentialthemoretypesofunexpectedevents,allkindsof unexpectedevents,thehigherthefrequency,thegreatertherisk.Inthispaper,a theoryofemergencymanagementwerestudied.Thetheoreticalsignificanceofthis studyistoabsorbthedomesticandinternationalemergencycommandexperience, lessonscometocityemergencyresponsecommandandthegenerallaw;tofurther explorebuildingacityemergencyresponsecommandsystemofthetheoreticalbasis; practicalsignificanceisthat,forurbanmanagementagenciesprovidesa comprehensiveemergencyresponsecommandstructureofthenewideastohelp improvethegovernment'sabilitytoobtaininformation,quickresponsecapability, organizationandcoordinationcapacity,decision-makingandcommandcapabilities, disasterpreventionandmitigationcapabilities,integratedservicecapabilities.
