ACodeofConduct–ANecessaryPartofyourProgram byKellyBanks Introduction ACodeofConductissomethingthateverycolony,pack,troop,companyand crewshouldhaveinorderthatallparticipantsgetthemaximumbenefitfromtheir Scoutingprogram.AneffectiveCodeofConductwillprotectthequalityoftheyouth’s experience,andalsoensuresleadersaretreatedrespectfullyandproperlybytheir section. ACodeofConductisasetof“rules”thateveryoneinasectionagreesupon.It ensuresthatyourmeetingsandactivitiesrunsmoothlyandfairly.Itencouragesyouthto focusonhowtheywork,bothasindividualsandinasection.Everysectionhas prioritiesforwhattheywanttoaccomplishandinScouting,theseprioritiesrevolve aroundthePromiseandLawthatallyouthandleadersmakeandfollow.Asyoucan see,aCodeofConductisausefultoolthatlistsspecificactionsandwaysto accomplishyoursection’sandScouting’spriorities. ForaCodeofConducttobesuccessful,itneedstobepresentedtotheyouthin aparticipatoryandinclusiveway,ratherthanasalistofhardandfastrules.Itis importantforthemtounderstandWHYaCodeofConductisneeded,aswellasthe reasonsandconceptsbehindtheitemsthatitismadeupof(i.e.,respectforothers, co-operationetc.).HavingthemactivelyparticipateinthemakingoftheCode,aswell asensuringtheyhaveanunderstandingofwhycertainrulesareinplace,willdetermine LeaderHandbook yoursuccessinimplementingone.Inthenextprintingofeachwewill addmoreinformationoutliningtheprocessforcreatingaCodeofConduct. DraftingaCodeofConduct section’s SinceaCodeofConductrepresentsthepriorities,itshouldinclude everyone’sinput.YoumaywishtohavetheCourtofHonourorSixer’sCouncildesigna roughdraftofaCodetobringtotheirpatrolsandsixesfordiscussion.Herearesome considerationsforyouryouthtoconsiderbeforetheydrafttheirCodeofConduct: •WhoistheCodeofConductfor?Thinkabouteveryoneinyoursection andconsiderwhowillbeaffectedbytheCode. •Whatactions/behaviourswouldyouliketopreventfromhappening? •Whatarethetypicalproblemsthatmightoccur? •Howcantheseproblemsbedealtwith? Onceyou’veconsideredthesethings,thenextstepisdraftingtheCodeof Conduct.HerearethestepstofollowincreatingyourCodeofConduct: 1.Involveeveryone:On-goingdiscussionandeveryone’sinputand agreementareneededfortheCodetowork. 2.UsetheKISSprinciple(KeepItSimpleScouts!).Wordingshouldbe simpleandsentencesshortandtothepoint. 3.Presenttherulesinapositiveway.Forexample,insteadofsaying“You arenotallowedtoraiseyourvoice,interruptortalkbacktoaScouter/otherScout,”say “WhentalkingtoanotherScoutorScouter,alwaysusearespectfultoneandlevelof voice.Respectotherpeople’srightstospeakwithoutbeinginterrupted.” CodeofConduct Introduction August2006Page1of2
