格里·斯托克治理理论视角下的共享单车问题研究

摘 要伴随着科学技术的创新和发展，互联网已经渗透到我们生活的方方面面，互联网+也成为传统行业发展转型的重要形式。近些年来，凭借着互联网这个飞速发展的大平台，共享经济发展的热火如潮，共享单车横空出世。

摘要 伴随着科学技术的创新和发展，互联网已经渗透到我们生活的方方面面，互联网+也成 为传统行业发展转型的重要形式。近些年来，凭借着互联网这个飞速发展的大平台， 共享经济发展的热火如潮，共享单车横空出世。随后共享单车热门话题，共享单车的 出现不仅丰富了城市居民的出行方式，缓解了城市交通拥挤问题，而且也为环境的治 理及改善提供了一条新的途径。与此同时也出现了诚信问题、交通安全、技术缺陷、 市场竞争、押金管理等诸多复杂问题，给政府的管理部门带来了新的难题。因此，有 必要梳理背后深层次的原因，为化解共享单车导致的城市乱象找到相对应的对策。 本文主要以格里·斯托克的治理理论为框架，研究共 享单车发展过程中所衍生出的公共 治理问题。全文共有四部分，论文结构安排如下：第一部分是绪论，包括本篇论文的 研究背景及选题依据、研究意义、国内外文献综述及研究方法。第二部分是一些概念 的界定和理论的综述，对共享单车的概念进行界定，并阐述格里·斯托克的治理理论的 以 内涵，以此作为论文的理论基础。第三部分是对问题的阐述，说明共享单车的概况 及出现的问题。第四部分以治理理论的视角分析政府存在以上问题的原因，提出改善 共享单车治理困境的具体对策。 关键词：治理理论；共享单车问题；公共治理；对策 Abstract Withtheinnovationanddevelopmentofscienceandtechnology,theInternet haspenetratedintoallaspectsofourlife,theInternet+hasbecomean importantformoftraditionalindustrydevelopmentand transformation.sharingtheheatofeconomicdevelopment,thesharingof bicyclesturnedout.Thenthesharingofbicyclesbecameahottopic,the sharingofbicycleshasenrichedthewayoftravel,providedconveniencefor people'sproductionandlife,andprovidedanewwayforenvironmental governanceandimprovement.Atthesametime,therearemanycomplicated problemssuchasparkinglocation,transportationplanning,vehiclesafety, marketcompetitionanddepositmanagement,whichbringsnewproblemsto governmentmanagement.Therefore,itisnecessarytocombtheunderlying causes,inordertoresolvethecitychaosdifficulttofindtherightremedy. Inthispaper,theGerryStockgovernancetheoryisusedasaframeworkto studytheproblemsofpublicgovernancearisingfromthedevelopmentof sharedbicycles.Therearefourpartsinthepaper,thestructureofthethesisis asfollows:Thefirstpartistheintroduction,includingthebackgroundofthis paperandthebasisofthetopic,researchsignificance,literaturereviewand researchmethodsathomeandabroad.Thesecondpartisthedefinitionof someconceptsandthetheory,andtheconceptofsharedbikes,and expoundstheconnotationofGerryStock'sgovernancetheory,asthe theoreticalbasisofthethesis.Thethirdpartisaboutthedescriptionofthe problem,thegeneralsituationofthesharedbicycle,thestatusquoandthe problems.TheforthpartanalyzesthereasonsoftheGovernment'sproblems intheviewofgovernancetheory,andputsforwardsomeconcrete countermeasurestoimprovethedilemmaofsharedbicyclemanage.
